 TO WHOM IT MAY CONCERN:

           This is to verify at the Racine City Jail, Anthony was thoroughly searched.  He was then shackled in three (3) sets of regulations police handcuffs which were, in turn, double locked.  A restraint belt was also used on Anthony to restrict his movement.  Anthony was further restrained inside a previously examined canvas bag before being incarcerated in a searched jail cell.  Two (2) more jail doors were then locked in an attempt to contain Anthony.  He appeared free of all restraints and the jail in exactly seven (7) minutes.  A jailer was present in the jail during the escape process to confirm Anthony received no outside aid in his escape.
